The EU-CELAC summit in Colombia is opening under a dark cloud, with the host nation’s leader, President Gustavo Petro, using the explosive term “extrajudicial executions” to describe a deadly US military operation. This accusation, leveled after US strikes on alleged drug vessels killed over 60 people, has set a profoundly confrontational tone for the two-day meeting and all but guaranteed that US actions will be the dominant topic.
Petro’s use of such strong language is not just rhetoric; it is rooted in national tragedy. He has confirmed that at least one of the deceased is a Colombian citizen, and one of only two known survivors is also Colombian. This gives his condemnation a personal and political weight that other leaders cannot ignore, transforming the summit from a cooperative meeting into a potential council of grievance.
This tense atmosphere is compounded by a disappointing turnout from the European Union. The absence of key figures like European Commission President Ursula von der Leyen and German Chancellor Friedrich Merz has been noted by all observers, raising questions about the summit’s overall relevance. Colombian officials have tried to spin this as a simple “scheduling conflict” with a UN climate summit, but the diplomatic slight is palpable.
To bolster the event, organizers are highlighting the presence of Spanish Prime Minister Pedro Sánchez and, significantly, Brazilian President Luiz Inácio Lula da Silva. Lula’s surprise attendance is a major development, though his agenda seems to align with Petro’s confrontational stance. The Brazilian foreign ministry has stated Lula is there to show “regional solidarity with Venezuela” against US threats, adding another anti-interventionist voice to the chorus.
While the formal agenda calls for signing the “Declaration of Santa Marta” on renewable energy and food security, the political oxygen in the room has been consumed. Brazilian diplomats have confirmed the US military actions “will come up.” Petro’s “extrajudicial executions” accusation has framed the entire debate, ensuring that the summit’s main legacy will be its response to this crisis.
